¡¡¡¡ With the advent of the 21st century and the development of globalization in economy, the contest in human society for comprehensive national strength will become more fierce, centering on scrambling for talented personnel. It is believed that the level of nationals' quality, width of their knowledge, especially their innovative and creative power will decide a state's or a nation's status in this international contest. The rise and fall of a state is related to the cause of education, and the university is the spring of wisdom in social development. We are, therefore, oppressed by increasing competition urge to quicken the tempo of reform. We must judge the time and size up the situation we face to take precautionary measures and carry out our reform in depth so as to keep up with the time.
¡¡¡¡ Facing the social development of the 21st century and the demand for progress as required by the time, Liaoning University has worked out its guiding thinking for its construction and development in the coming five to ten years. It is to emancipate our mind, focus on the reform, enhance quality, accelerate the University's growth, attach importance to coordination and distinguishits own features. We are based on Liaoning Province but render service to the whole country. The general goal of building up Liaoning University is: to hold high the great banner of Deng Xiaoping's theory, implement the important thinking of "The Three Representatives", adhere to the Socialist orientation in running the University, take accelerating development as our main theme, make the building up of disciplines a dominant attention, use the intensification of reform as motive power and strengthen management as our means to achieve all this. We will build Liaoning University into a teaching-research type university at a fairly high level and with fairly big influence in the course of ten years' construction and development. |

¡¡¡¡ Cheng Wei, male, born in January, 1954, Professor of Economics. Having returned from Russia after he received his Doctoral Degree, Cheng Wei is presently a Doctoral Instructor, Member of the Communist Party of China and holds the position of President of Liaoning University. Cheng Wei is also a Research Fellow on invitation from the Liaoning Provincial Government, and is a member of the Decision Consultant Committee at a provincial level, for both the CPC Liaoning Provincial Committee and the Liaoning Provincial Government, and at a city level, for both the CPC Shenyang Committee and the Shenyang Municipal Government. He is the Chief Professor of Theoretical Economics of Liaoning University and the Leading Professor of the national key subject, ¡°World Economy¡±. He also serves as the leader of many academic associations: the Vice President of Chinese World Economics Academic Association; Vice President of Chinese Russian-Eastern Europe-Mid Asia Academic Association; President of Liaoning Provincial Credit & Guarantee Association; Vice Chairman of Liaoning Provincial Philosophy & Social Science Association; Vice President of Liaoning Provincial Situation Research Association; Vice President of Liaoning Provincial Economic System Reformation Association; Vice President of Liaoning Provincial Market Economics Association; and Vice Chairman of Shenyang Science & Technology Association.
¡¡¡¡ Professor Cheng Wei has a clear academic orientation and his high-level research often arouses academic interest at a national level. While doing his research on the issues of World Economy, Professor Cheng Wei very early oriented his research in the direction of economy of transitional countries. He is an expert on the study of Russia, Eastern Europe and other countries which engage in economic transition and is well-reputed in internal and external academic circles for his expertise in this and other research areas. He has compiled and published more than ten academic works, among them, the representatives are ¡°Research on the Interaction between the Economic Globalization and Economic Transition¡±(published by the Commercial Press), ¡°Ten Issues of World Economy¡±(published by the Higher Education Publishing House), ¡°Introduction to the Developing Financial Theory & Practice¡±(published by the Publishing House of Liaoning University), and¡°Critics on the System Transition of Planned- Economy Countries¡±(published by the Publishing House of Liaoning University). He has published nearly 100 theses and essays in internal as well as external key academic journals. He chaired eight national research projects, and more than ten provincial research projects. He has chaired three key projects funded by the National Social Science Foundation, namely¡°Research on the Renovation of Liaoning Old Industrial Base¡±,¡°Research on the Interaction Between Economic Globalization and Economic Transition¡±and ¡°Research on the Developing Financial Theory & Practice¡±. Professor Cheng Wei is now chairing a key tender project of the Ministry of Education:¡°The Reformation and Renovation of the Northeastern Old Industrial Base¡±. Professor Cheng Wei has made significant intellectual contribution to the renovation of the northeastern old industrial base. Besides the above mentioned works, projects and essays, he has also chaired other key projects, such as ¡°The Rational Thought on the Renovation of Liaoning Old Industrial Base¡±,¡°The Northeastern Renovation in the Background of Globalization¡±,¡°Economic Globalization: the Prospective of Institutional Analysis in the Northeast Renovation¡±, and ¡°Research on the Strategy of Liaoning Open Economy¡±. His research is highly valued by the Central Government and Provincial Government.
¡¡¡¡ Professor Cheng Wei is a select recipient of the government allowance offered by the State Council. He is the Vice Chairman of the Committee of Teaching Instruction for the Course of Economics under the national Ministry of Education; and a member of Evaluation Committee of the National Social Science Foundation. He has won numerous awards, such as the first Selected Expert of Liaoning Province of the¡°National ¡®Millions of Talents¡¯ project¡±.
